Open Enrollment Industry How Washington Works Courses

The first day of this two-day course will include the three core modules on JCIDS, PPBE, Acquisition, and an additional module on Working with Congress.  During the second day, Requirements and Organization modules for the Army, Navy, Air Force, Marine Corps, and USSOCOM will be presented.  Attendees have the option of attending only one or both days of training.

WBB presents open enrollment courses as part of a teaming relationship with the National Defense Industrial Association (NDIA). Course details and registration is hosted on the NDIA website.

Customized How Washington Works Courses

How Washington Works courses are tailorable to meet the specific client training requirements and can be presented in a variety of formats.  Customized courses are developed by including one or more of the following training modules:  

  • Service Organization: Overview of the Headquarters Staff and key operating forces that generate, articulate and budget Warfare requirements and capability need identification.
  • Requirements/JCIDS: Examines the Department of Defense (DoD), Joint Staff, and service organization and respective activities related to the formulation and articulation of the requirements / capabilities generation process. Review the CJCSI 3170 Joint Capabilities Integrated Development System (JCIDS) instruction with emphasis on ICD, CDD, and CPD documentation development and supporting artifacts. 
  • Acquisition: Examines the organizations and processes associated with DoD 5000 and acquisition reform initiatives, again contrasting theory and practice.
  • Planning, Programming, Budgeting and Execution (PPBE): Each element of the PPBE process is examined in detail, highlighting the process and role of war fighter, service staff, Joint Staff, DoD, and Congress

  • Manpower, Personnel and Training: Provides a sound understanding of Manpower as a major cost and ongoing initiatives to reduce Total Ownership Costs (TOC) in program development and operations. (USN focused)

  • Working with Congress: Provides an overview of the Congressional committee structure affecting DOD program and budget reviews, and explores specific case studies to illustrate the power of politics and personalities in affecting multi-billion dollar programs.     

  • Networking: Emphasis on who to talk to, how to build consensus and how to brief Flag / GO / SES level and action officers during the PPBE process.

  • Services: Individual Army, Navy, Marine Corps, and Air Force modules explain the service-specific programs that implement requirements generation, acquisition, and budget processes. Key service organizations are examined. Service senior leadership guidance and priorities are reviewed.    

  • Service and or Agency: Two day curriculum includes brief description of two other services or agencies (USA, USAF, USN/USMC, Department of Homeland Security DHS and or NASA).

  • Special Operations Command: Provides an overview of the U.S. Special Operations Command (USSOCOM) organization, missions, and unique requirements, budget acquisition processes.    

  • Cyberspace Familiarization Module : Provides an introductory-level familiarization of cyberspace including the cyber security imperative. Discusses the role of the Executive Branh, Congress, and concludes by discussing cyberspace challenges including the ladders of cyber exploitation, cyber security strategies, industry-government cooperation, future cyberspace     developments, and current topics.    

  • Security Cooperation: Provides an overview of Defense Security Cooperation and Security Assistance. Examines Foreign Military Sales (FMS), Foreign Military Financing (FMF), and International Military Education and Training IMET). The roles of the Departments of State and Defense are explained. Key points of contact are identified.    

  • Better Buying Power Initiatives : The Undersecretary of Defense for Acquisition, Technology and Logistics, has championed pursuit of 23 operational efficiencies across the entire DOD to achieve “better buying power” in an environment where DOD must “do more without more.” This module provides insight into 23 initiatives, summarizing related guidance memos and policy implications.
