WBB supports the mission of the Air Combat Command (ACC) to be the primary force provider of non-nuclear combat airpower to America’s warfighting commands.  We provide the necessary competencies and tailor our solutions to reinforce ACC operations of training, equipping, and maintaining combat-ready forces for rapid deployment and employment, while ensuring strategic air defense forces are ready to meet the challenges of peacetime air sovereignty and wartime air defense.

Our flexible, tailored teams provide operations analysis, requirements management, manpower analysis, and multi-functional acquisition support to HQ ACC/A2/A5/A8, PEOs for Tankers, Joint Strike Fighter, Mobility, Fighter-Bomber, Weapons, Intelligence, Surveillance and Reconnaissance, Agile Combat Support, and the Air Force Rapid Capability Office.

Combining operational experience, operations analysis, and efficient decision support tools, WBB conducts analytical-based operational gap analysis. The resulting products define high priority gaps with analytical underpinnings, enabling staff officers to define and defend warfighting needs in discussions with senior Air Force and OSD leadership. By adding Air Force acquisition experience to the operational gap analysis team, WBB helps the Air Force define measurable, achievable, and effective requirements for technical solutions addressing operational gaps. 

WBB blends requirements and acquisition experience to deliver robust support to MAJCOM staff leading Materiel Development Decision (MDD) planning and execution.  Our staff is experienced in navigating the preparation, coordination, and execution steps leading to a successful MDD and subsequent Analysis of Alternatives (AoA).  We assist customers in drafting and coordinating effective study guidance and study plans that are tied to a realistic AoA execution schedule.  WBB uses highly tailored teams designed to meet the needs of the AoA Study Team and supporting working groups.  From intelligence analysts supporting the Threats and Scenarios Working Group to pilots supporting the Employments Concepts Working Group to certified acquisition staff supporting the Technologies and Alternatives Working Group, we have the experienced staff and AoA experience to support AoA needs.

Our Subject Matter Experts (SMEs) on Joint Capabilities Integration and Development System (JCIDS) established WBB’s reputation as the “go-to” organization for navigating the JCIDS process. We have authored numerous Initial Capabilities Documents, Capability Development Documents, and Capability Production Documents, which saves development, coordination, and the approval timeline with a first-pass success.

WBB also supports the Air Force Life Cycle Management Center (AFLCMC) with full-spectrum acquisition support of Air Force weapons systems from their inception to retirement.  We assist the Air Force with its goal of providing an integrated framework for decision making and process optimization across the weapon system life cycle.

Our staff consists of accomplished career professionals, program managers, test managers, engineers, logisticians, financial managers, requirements managers, software developers, operations analysts, resource managers, former U.S. Air Force/U.S. Navy aviators, and maintenance officers certified as Defense Acquisition Workforce Improvement Act Level III in their respective fields. More importantly, our analysts have served as weapon system program directors (military and Government civilian), chief engineers, and functional leads for ACAT ID, IC, II, and III programs, and in key Program Executive Office, Service, and OSD staff billets.

These assets are engaged today with other life cycle management center customers delivering studies, analysis, and product-oriented tasks relevant to most any acquisition program. We are conducting operational capability gap analysis, technology alternatives assessments, AoA, business case analyses, milestone preparation support, milestone document development, workforce analysis, acquisition strategy alternatives assessments, source selection training, independent logistics assessments, exportability analyses, foreign military sales case development and execution, RFP development, cost estimates, and many other uniquely tailored acquisition-related studies resolving acquisition customers’ challenges and surge requirements.

WBB supports customers at Wright-Patterson Air Force base with the B-1, B-2, B-52, F-22, F-15, F-16, MQ-1, MQ-9, C-15, C-27, C-130J, MC/HC-130, KC-46, KC-10, KC-135, CRH, T-X, PAR, and LAIRCM programs.  Similarly, at Eglin Air Force Base we provide support to HTVSF, SDB II, AMRAAM, AIM-9x, JASSM, LRSO, Advanced Programs, JDAM, MALD, and CRIIS programs.  Our expertise also strengthens the C-17 and EGI programs at Robins Air Force Base and Range Services and A-10 support at Hill Air Force Base.  WBB also delivers program management, contracting, finance, and systems engineering to the Air Force Rapid Capabilities Office and program management, operations analysis, systems engineering, and contracting to the F-35 A/B/C programs as well.

We provide support to our customers at the client site, through consultation with our SMEs, and through a blended delivery combining on-site support with reachback to our workforce to deliver a powerful “best value” and highly responsive service. This business model provides a tangible benefit to our clients.  Our on-site team works side by side with our clients to help solve their toughest ongoing challenges, while simultaneously, our SMEs support multiple high-end projects, generally from our own contractor facilities.  Our collaborative reachback model allows cross service/cross organizational sharing of best practices and lessons learned to reduce risk. This support is responsive to time-sensitive requirements and provides episodic augmentation to the contract workforce when the Government calls for it and when mission accomplishment demands it.
